- Jesse Baker is Head of Anti-Money Laundering (AML) & Sanctions Policy at Citi. In this critical leadership role, he is responsible for formulating and advocating for Citi's interests concerning existing and developing AML and sanctions policies, engaging extensively with regulators, trade organizations, and key stakeholders. Prior to joining Citi, Jesse served in the U.S. Department of the Treasury, most recently as Deputy Assistant Secretary for Asia and the Middle East in the Office of Terrorist Financing and Financial Crimes (TFFC). There, he played a pivotal role in directing strategies and fostering engagement with international partners to disrupt terrorist financing and protect the global financial system from illicit actors. Before his tenure at the Treasury, Jesse spent three years in the private sector as a Program Manager at Deloitte and nearly eight years as a senior intelligence officer with the Defense Intelligence Agency, specializing in South Asia regional issues, counterterrorism, and counternarcotics. During this period, he served as the Presidential Daily Briefer for then-Vice President Joseph Biden and National Security Advisor Jake Sullivan from 2013-2014. He also undertook three civilian deployments to Afghanistan (2008, 2010, 2012) supporting U.S. and coalition forces. Jesse earned a Master of Arts from University of Chicago and Bachelor of Arts from George Washington University.
